into centos folder
then issue this command
rpmbuild -tb sysstats-2.10.tgz
it runs and final package is here
/usr/src/redhat/RPMS/noarch/wbm-sysstats-2.10-1.noarch.rpm
update language files:
/usr/libexec/webmin/sysstats/lang/
